Appoint Steering Committee and internal team. Select external consultants. Conduct campus-wide interviews to gather information. Review campus organization, culture, processes, metrics, and policies. Collect and analyze quantitative data such as cost detail, headcount, and relevant metrics. With campus input, identify and prioritize high potential cost reduction opportunities; validate and review findings. With campus input, define opportunities and develop implementation options with business cases. Solicit input from users and providers of campus services on potential options. Refine options as necessary based on feedback. Decide which opportunities to implement.
